Arthur Kelly is a consultant in the Public Safety field. He has extensive experience in the field of protective intelligence, security surveys and assessment and the development and implementation of threat assessment teams focused on the prevention of targeted violence. His professional experiences have allowed him to develop liaison contact with federal, state, and local law enforcement agencies across the United States and Canada. Chief Kelly has served as a subject matter expert for the United States Department of Education, Office of Safe and Healthy Students and as a consultant for the U.S. Department of Education’s Readiness and Emergency Management for Schools (REMS) Technical Assistance (TA) Center. His areas of expertise include Threat Assessment and Targeted Violence. His primary focus is the well-being of students in elementary and secondary schools and institutions of higher education with an emphasis on the Safe School Initiative. He has also served as a consultant and contractor for the National Threat Assessment Center of the United States Secret Service; as a faculty member and subject matter expert for the American Prosecutors Research Institute of the National District Attorneys Association; as a consultant to the Regional Community Policing Institute of New England at Northeastern University, School of Criminal Justice and as an Adjunct Assistant Professor of Health Care Sciences at The George Washington University, School of Medicine and Health Sciences, Washington, D.C. Chief Kelly is a graduate of the University of Hartford with a BS in Police Administration and a Master’s Degree in Public Administration. He has completed additional graduate work in Organizational Behavior and Statistical Research. His research interests include threat assessment and the prevention of targeted violence and he has co-authored a number of publications and reports on Terrorism and Mass Transit. |
